Ok so to bring an end to my pain. This truck is fixed the E30 E38 Codes came from a bad Fuel pressure Sensor. It tested fine but once in the truck it was robbing the 5 volt reference signal to the ECM hence the Under powered Ecm E30 Caterpillar Sent down their Top guy and between the 2 of us we finally found it. He said he had never seen this one before were the fuel pressure sensor had cause this to happen

Also on a side note Nissan ecms can be used in place of cat as long as you cross reference the Nissan Part number to the correct cat designator Nissan ecms cost way less
