almost sounds like a faulty seat switch
have you checked that?
you can temporarily bypass the seatswitch at the harness under the seat/hood and see if that does it.

If the truck has seatbelt light on dash then there will probably be 3 wires in that harness. You will have to find the 2 that control the seatswitch circuit and jump those and see if the truck comes on. The power steering should activate when the seat switch and direction control are both activated.
