Hi , have you check oil pressure by the steering cilinder? If you have pressure by the cilinder as you turn the steering wheel you have a defect in the cilinder... It is possible the plunjer is broken of the axle in the cilinder so the plunjer goes left and right so the axle stay stil. If you have not oil pressure by the cilinder you check your orbitrol for intern fault.
