I have a Clark C300/40 forklift. The fork lift serial number is 356-37-4370. The engine is a Continental F163 LP. It will not idle. Process to start engine:

Apply full choke, start engine
Immediately move choke to 1/3-1/2 position, engine will idle fine
Once engine warm remove choke
Engine idles fine for ~10seconds, then will pop once (like a lean condition)
Smooths out and runs for a couple seconds then pops again
Repeats a few more times and then engine stops

I have cleaned the carb, it was very dirty. I have adjusted idle mixture screw but this has not solved the problem. Engine idle stop screw is adjusted for idle rpm. High speed operation is fine, but it does smell rich though.

Does the regulator need to be cleaned? The idle mixture screw is set between 3 and 4 turns out.
