Hey Ken, Forklift action has been down and I could not post a reply a few days ago. Make sure you are testing at the primary test port. Its a 1/4" plug with a 7/16 hex. The line that goes to the carb is a vapor draw line. I think you are testing at the correct place but I just want to confirm. If you have line pressure into the convertor and nothing at the primary test port the convertor is bad. When all else fails I always ran a direct line from the tank to the convertor bypassing the lockoff just to be super sure.
