It possibly has moisture inside of control card ,
The black box with wires.unplug unit and
Blow out with air , leave unplugged for a day or two then try it.It is possible this will give moisture time to dissipate. If this doesn't work then you are looking at a new control card. The voltage to frame is probably from
The moisture on scr panel etc
