Most would probably say that it is the responsibility of the company who own/lease the truck as they have responsibility for ensuring the plant is fit for use on their premises and they should know what they are getting when purchasing a lift truck.

I have worked at various sites here in the UK where LPG trucks do not have a pressure/contents gauge and it comes down to the point of as soon as the engine starts to stutter it is known that the cylinder needs to be exchanged or refilled.
