question for a JLG expert regarding a 2007 JLG 600a.

When on the platform if the unstable ground icon is illuminated should the main boom still operate? All other functions seem to operate but the main boom does not go up or down from the platform unless tower boom is fully retracted. From the ground controls the main boom can be raised and lowered after the tower boom is up
