99% chance fuse is fried...even if has continuity thru it.....if not probably the solenoid fried inside. thats the part you hear clicking..I check them by pulling large wire off right side of solenoid and touch it to the top of the fuse.......It will spark!!!!the lift should go up if it doesnt touch same wire to bottom of fuse now if it does the fuse is shot If it works on the top of the fuse replace solenoid contactor please let us all know when and if you get it fixed what the issue was THANKS
