check for a stuck contactor/solenoid
it will not lower if the motor is running and if you disconnect the battery it cannot lower because the lowering solenoid cannot work with no power.
you can disconnect one of the power cables at the hydraulic motor and pull one of the leads off the solenoid/contactor coil and then the lowering circuit may work to allow you to lower it.
