The information that I have received from a fellow Instructor is the machine make is Crown gpc 3000 the passenger compartment is an attachment fitted to the forks.The lifting capability is 2000kg but the capacity plate states 1600kgs to accommodate the passenger and attachment. Argos is a big company here in the UK I'm sure they would have done their homework on this...

based on the linde swing mast series turret lift type orderpicker only exception for a 2nd person in operator compartment is a trainer
but still as a general rule only the operator is allowed in the compartment during normal operation
in 2013, here in the USA, the rules changed somewhat,not to allow more than 1 operator, but to put specific weight limits on the type of harness/belt/lanyard used in man up powered industrial trucks, and on the maximum weight an operator may be, before they are disqualified by/from the physical limits..
I think you can look at the standards on itsdf dot org (the industrial truck standards development foundation's website).
I have to agree with Swoop. I worked for a Raymond dealer for a little over 8 years and never saw or heard of a requirement or option for more than 1 person to be on a order picker at any given time. I would suggest contacting either the OEM dealer or manufacture of that truck for clarification.
I've looked through several operators manuals and service manuals and nowhere in them does it refer to multiple persons in the operators compartment. It only refers to the operator in a singular term. It does not specifically say that multiple people can not be in the platform area while operating the orderpicker , it only refers to the operator in singular context.
Which is why i previously said, they only design orderpickers for one operator only, not even a trainer would be an exception imo if the compartment was not designed for more than one person.
Now if the truck was designed for a 2 man operation and accomodated enough room for both of them to fit comfortably in the station they were intended to be at then sure... ONLY then would there be more than one operator allowed.

The 2 man LLOPs I have seen are the trucks that they use at Argos. Driver is at the front then a guard then a platform for passenger. They have this truck as most of their stock requires a 2 man lift. I have never trained on this truck and as you mention there must be a plate stating that 2 persons are permitted on this truck.
Normally the forklift manufacture will state single person operation only apart from driver training purposes.
An operator also demonstrating a truck fault to an approved technician would also be permitted.
There is usually a warning plate / sticker stating single person only allowed in the cab stuck on the machine, it's normally inside the cab next to the data plate.
Passengers can be carried on LLOPs if there is an approved platform fitted.
