just had same issue...12volts to ignition fuse, and 12v power to starter relay... but no power to the starter cable going to starter... it ended up being the relay underneath the fuse box.. i tapped it with a hammer to loosen stuck contactors and it kicked on right away.. so it ended up being the relay below the fuse box

I have the same problem. I can't seem to find a wiring diagram that show the control module. My diagram only shows the starter relay and the negative wire going to the frame. On my truck starter relay command negative wire split into two wires, one wire goes to module located behind the left foot step cover and the other wire goes to another relay with a white and black wire located on the side of the fuse relay box. What is the purpose of the control module and can any you send me a wiring diagram that shows that module in the diagram.

As prentice said I would then check the ground circuit for the relays.

Run a jumper from the positive battery connection on the starter to the start terminal on the starter- the starter should energize & spin the engine over- if not then the starter is faulty.

If it does turn the engine over then there's a power issue to the start terminal on the starter- check to see what voltage is available to the start terminal when attempting to crank the engine using the key. I've had to install an auxiliary starter relay in many Toyotas due to a loss of voltage in the starter circuit

Hello. We have seen bad relays under the Fuse box/left floorboard. Bad ground wires ( remove clean frame/wire) or bad starter
