No Brakes

So i have a Clark GCX25E. Changed the master cylinder and the wheel cylinder-- everything new. Spent nearly 6 hours to bleed the brakes system. Also, the master cylinder is not getting hard (or the brakes is not coming up).

What should i do?

If it has the brake and inching master cylinders mounted to the column pressure bleeding is the only way I have been able to get these ones to work right.
