need help on keeping forklift running after starting

forklift starts then dies and propane regulator freezes Have new water pump and propane regulator.

You have a leak. Propane only freezes that fast when it is exposed to damp air. Recheck the system for leaks or excessive fuel flow.

it doesn't start long enough to allow water to flow. you have to choke the carburetor to start it dies in 5 sec

If the regulator is not leaking and it still freezes you have no water flow.
