Linde speed limit problem

Hello everyone.
I have a problem with Linde H20D 391 series.

The speed limit is 9 km/h. Pathfinder isn't able to rise it.
There is no LFM or other safety devices.
ECU: 390 360 19 61.

Any advice?

Sounds like it could be a upa controller
Set to 9 ks and unable to change

Everything there is also OK, set to 20 and the option is turned off

Go to the switch controlled speed tab and check what it is set to there

It is not possible to change anything if the speed is 9 km/h.
Less - ok I change
More - no change

Change pump to 100 and Tom to max

You can set the rpm and pump angle but the sumaric is not allowed to exceed 9 km/h

1510 rpm and 40% pump angle as I remember.
Copying traction files from other ECU's doesn't help.
