Linde R14G 115 (AC motors)

strange problem here!
truck came into workshop with broken motor suspension bracket (drove into workshop)
stripped out both drive & steer motors, replaced broken parts and re-built.
set up & calibrated steering pot and went to test while still on blocks.
select direction & released handbrake, press accelerator & drive motor just 'rocks' back and forth.
when accelerator is released it carries on rocking until ignition is turned off.
re-checked all wiring (only speed sensor & temp sensor can be swapped)
tried replacing speed sensor - same
no faults showing in pathfinder or on dash.
anyone seen anything like this?
**update on problem**
dropped truck off blocks and tried on floor - all works ok
sure i have tested these on blocks before!!
