Lifting issue

Hi All, I have a problem with a Linde E20 with its lift on a 3 stage mast. When you lift at full speed the outside cylinders lift before the centre lift cylinder, then when you release the lever the outside cylinders creep down till all the oil escapes into centre lift cylinder. We have re-sealed all cylinders, swapped out both velocity fuses and have basically come to a stand still. Has anyone experienced this or have any ideas what the fault can be?
