Lift wheels will not move

I have troubleshot this problem with a multimeter and have narrowed down to the handle I believe. The battery pack checks good at every terminal. I am getting a fault 1-1. Which is a generic battery fault. the forklift operates fine, we have replaced the contactor with no luck still. When we try to drive it the wheels wont move. I've lifted it in the air and nothing changes.

Im curious what part could be changed in the handle that could be causing this issue.

I had one last month that would not drive if the tiller was turned to the right. I replaced the wiring harness to the handle and the the control pot, no luck. If the prox. sensor in the tiller arm is good then look at the harness leading to the drive motor, I've found a short in that which prevented travel.

Have you checked battery pack under a load ?
Put meter lead red (positive) into positive cable
Then put black lead (negative) into negative cable then try to move this will test battery pack under a load if it drops more than 2-3 bolts batteries are weak or bad
