Governor Actuator

I have a governor actuator open code. I checked the wiring between the governor and the ECU, it checked out good. It also had a good 12v to the governor. The resistance at the two leads to the governor was 2.3 ohms. The book says it needs to be 1.8-2.1 ohms. I'm not sure if this is a issue. Is there something else that could trigger this code? This is on a Hyster H90XMS serial# L005V01601B with a GM 4.3 propane engine.
