GM 2400 propane leak injector?

Would like some help, I have a Yale with the gm2400 engine, if you leave it alone it will start right up but if you need to restart it within 15 min it will not start. I also hear a hissing sound, like propane leaking into the cylinders, around the injectors, if I open the air filter assy and remove the filter, I can hear it even more and smell it. Do I have a bad injector? Wouldn't the engine still start with 3 cylinders not leaking?
