GE EV100LX Code -15 even with key off

I can't clear this code -15 even unplugging battery and discharging capacitor. Therefore I can't plug in the handset and go in to check voltage settings. The data tag says 36vdc and I have full 38vdc at key and card -what's up with this? Shouldn't this code only apply when line contactor closes or at start-up? Weird one -any help is appreciated! -Troy

I am getting mixed messages. The bucket slowly drops while the engine is off. Is this more likely because of a cylinder hassle. I see no proof of fluid leaking. Or wouldn't it be the manage valve? Help is substantially liked. To many "specialists" here. Thank you.
