Forks won't rotate

Having issues with the forks rotating. When rotating the thumb wheel about 10 degrees left or right the forks will rotate but very slow if they do move. If you go past 10 to 15 degrees they stop rotating and system sounds like it has gone into bypass. I have walked into issue after another tech has "worked" on it. He changed the pump thinking that was it. Then he replaced solenoid on valve just behind the mini mast. But doesn't remember which one. I began troubleshooting unit and deemed it was the rotator bypassing internally and started seeing oil at the base of the rotator. Performed learn on the truck and it will not complete. Truck has no codes. After the rotator was swapped out the unit did try to work briefly but has gone back to what it was doing before.
