Fork Lift Vin plate

Please can someone help /advise me

I Have just bought a 2nd forklift from a Uk company.
I went to the companies depot to view the forklift they were
offering.
The machine they were offering was 4 years old and when I veiwed the machine ,I checked the vin plate that confirmed the
year of production.
The machine looked very nice and i agreed to buy the Forklift.

However when machine was deliverd , I was sure the machine was not the one I viewed.

When I checked the Vin plate ,the company had removed the orginal vin plate and replaced with one of there own.
They had also failed to fill in the year od production , so I have no idea what the age of the machine is or if it was the machine I looked at.

Are companines allowed to remove vin plates from forklifts and replace it with there own and leave details off ?

thx for your help in advance
