FORK CYL NOT RETRACTING

I JUST GOT AN OLDER TOWMOTOER 680 AS IS SITE UNSEEN , AT 1st EVERYTHING SEEMED USEABLE UNTIL I RAISED THE FORKS ALL THE WAY UP, COMING DOWN IT WOULD ONLY GO ABOUT 1/2 WAY DOWN THEN STOPED SOLID, THE LAST LARGE CYL DOES NOT GO DOWN, THIS IS THE FIRST TIME I HAVE EVER SET FOOT ON A MODLE LIKE THIS , IS THERE A SECRET MAJIC BUTTON TO PUSH TO LET IT RELEASE AND GO DOWN THE REST OF THE WAY ? THE REST OF THE CONTROLS SEEM TO WORK OK.
