Flashing SAS light & error 63

This happens somtimes even when parked on a smooth level surface.
Can some tell me what error 63 is?

Code 63, the quick answer from my manual is "Tilt lever switch abnormality".
The long answer requires the Toyota analyzer to be connected to the SAS diagnostic port to get the following sub codes:
63-1, Forward and Reverse tilt switches have been on simultaneously.
63-2, Forward tilt switch short circuit for 2 minutes or longer.
63-3, Reverse tilt switch short circuit for 2 minutes or longer.
