Flashing fork symbol

Truck has no lift, tilt or aux. drives ok. The lift pump does not turn on. Also I have a Fork symbol that is blinking twice every minute. Any ideas? Battery volts at 38. Seat switch is depressed. The last repair to the truck was a aux handle replaced. I checked all the switches on the handles /ok. The harness looks correct An I missing something?
