event code 108

I am checking for event code 108 and getting 37.8vdc on my meter as far as procedure that is to be done and don't find anything wrong with Access 3 CAN wiring @ CA401-1 and CA401-6 as it is mentioned to repair.
Went to code 300 for additional information as directed by manual and don't find anything wrong there following the manual. I swapped out access3 module with a donor with no help as it would go through lamp test then access1 goes blank. I swapped out Access1 as well with no help. Any ideas where to go from here.....

I have since found by tapping on the Access3 module case by CA401 it will cause the event code to display. might be loose or broken connection on resistor or plugs terminal board.
