Error Code 8M

I have been diagnosing this problem for 2 hours, have not made much progress.

A40 test shows less than 1 volt.
Tested conductor cable wires for resistance, from Carriage Manager to the wires of connectors for Reach Proximity Sensor & Mini Power Supply *wires are in good condition, less than.6 Ohms per wire.
I swapped out the Carriage Manager, Mini Power Supply & Reach Proximity Sensor with known good parts.
Same Error Code Appears every time.

Disconnecting JP5 @ Mini Power Supply increases voltage to 1.45 volts, which does not provide any benefit.

According to the Service Manual, the Carriage Manager creates 8.5 volts - 11.0 volts that is needed by the Mini Power Supply.
