error code 45 in ldc

Hi, I have a r14 with error 45 in LDC, I checked and is correct wiring, correct load resistance, 48/24v transformer right, k2 and k3 correct relay, battery ok. Truckdoctor program tells me:
Description: The power circuit voltage is less than 40v during charging.
result: the k1 not close.
possible cause: faulty battery or path failure.....

checked and everything is all right it can be?
I am inclined to the power module is possible (though it should not make any errors more)?
