Crown RR5275S-45 AC

REFER TO ERROR CODE 349, is caster brake to high. measure the caster brake coil is normal but no supply to brake coil CA402-19 & CA402-20.
Is it the Access 3 faulty?

Doulbe check the wiring, and make sure there is a good B+ at CA402-19 before replacing Access 3.
