Error Code 3:440

I have a problem with Toyota BT RRE160, serial number 6171174.
Drive don't work. When pressing the accelerator pedal, it displays error 3:440.

3:440 Output to parking brake is short circuited
1. Check that solenoid Q1 has the correct voltage, 48V
2. Check output X131:20
