Engine won't accelerate when first started

Propane gm engine starts and runs poorly and won't accelerate for a bit, then runs fine. If I disconnect wiring to governor solenoid it revs immediately when pushing accelerator pedal. Changed gov solenoid already. When it sits a while this occurs again Any ideas??
