engine will not shut off

Im needing a wiring dia for a H40XM diesel, machine starts but will not shut off,replaced shut off at pump and the new burnt up instantly.

I have checked the voltage on the wires coming to the shutoff.
Black wire.20 volts
Red wire 4.1 volts all the time even with key off
White wire 12.5 volts only when key is on in run position.
