E-21 and E-31

Hows goins, I have recently been having Issues with a couple of our forklifts here on site, and have attempted to purchase an error code manuel of somesort with no luck.
Im am recieving an E-21 error on one and an E-31 error on the other, I have replaced the Airflow sensor on the unit with the E-21 error with mixed results, it was at first running rough, and at about 1/4 power, and it is now running smooth and fine, but it still kicks down to 1/4 power after a few moments of operation.
