drive motors pulsate lift truck jerks.

Have a lift truck that motors seem to start stop rapidly when accelerator is pressed. Shakes lift truck bad but after about 3 mph smooths out. Also when jacked up and put in forward or reverse drive wheels pulsate without touching accelerator. Any ideas?
