676-3 - Glow Plug Relay Driver Output OORH

possible cause:
RELAY/COIL DRIVER OUTPUT SHORTED TO BATTERY
RELAY/COIL DRIVER OUTPUT OPEN CIRCUIT
RELAY/COIL DRIVER RETURN OPEN CIRCUIT
FUNCTIONAL FAILURE IN CONTROLLER
