Crown 30WTT-S Controls work but no response from Mast

I have a Crown 30WTT-s and like the title says I have to response from the mast. The Hydraulic motor does not start up when the controls are actuated? Is a wiring diagram available to check voltage through the system. I do not see any fuses to test. Any suggestion would be helpful.

If I jump the contactor it works fine. The contactor has 19.76 volts going to the terminals. When I use a 24v PS The contactor works fine. There is a block labled NO. 102108 that is on the contactor. It is wired to 1 side of the contactor and the other 2 wires come off the panel. Maybe it is wired wrong? IS that block a resister or something?
