Crank No Start, weak spark

I have a hoist fr 40/60 3.0l that is a crank no start.

The ignition coil, plugs, wires, cap and rotor, were replaced and we still have almost the same conditions. There's a service engine light but there is no way for us to retrieve the codes that I'm aware of.

The only thing I'm seeing off is only 9v at the ignition coil power wire and have no damaged wiring or blown fuses. Is it possible the computer is not sending a good signal to the coil?

I'm running out of ideas and resources so any help would be appreciated.
