Code 356

Got a truck with code 356. Checked distribution panel fuses 1-9, all ok. Got 25.6V on both ED contactors, but #2 is not closing. ED 2 coil has about 50 ohms. Books says it should be 26 ohms. Truck codes out as soon as brake pedal does its self check. Any ideas are welcome.
