BDI shows discharged battery when charged

This is for a 1998 Easi R40TT (36V).
The oddest thing is happening: plug in a battery that is 38.8V and the BDI shows fully discharged and puts the reach into lift lockout; however; when we plug in a discharged battery @ 36V, the unit shows fully charged. We have tried another battery at 38.8V and same thing. I Have tried in all of the parameters but cant figure it out?? Help someone !!

VFC and E-prom fried. You must check for shorts to frame, static strap and 10K resister that strap bolts to. unplug vfc and clean all terminals. Check bat plug pins...none are fried?
