0 compression after cylinder head job

Hello
I have a 2.4 litre psi engine
On hyster s50ft,and did complete cylinder head job,removed and cleaned all the valves and seats, new valve seals,timing belt,balance belt.
So have 0 compression all cylinders!
The intake valves are all open after installing
Rocker shaft,the exhaust side appears loose!
Triple checked the timing marks ,all good!
Cleaned and primed the lifters per the engine manual!
Please help ! Stumped!

So my shop tech mistakenly mixed the valves up when reinstalling them,
The valve dimensions are very similar
So the exhaust valves went into the intake seat causing all the valves to be open when we bolted the rocker down,
Had to remove the head to correct it!
Thought I seen everything!

Hi there,
set cylinder at TDC on compression stroke and do a cylinder leak down test, I bet one of the valves would be open.
