batteries not charging from on board charger, charger output showing 32 volts at cable ends going to battery when disconnected from batteries,will not lift when voltage low

and Rick, you need to test with a load on the batteries, as well as "at rest".
you may have a bad connection at the battery cables...

my friend the electrical forklifts don"t have ground, the positive
and negative is insolated from the frame, wheol if you have a
multimeter , you can test the voltage in the outers cables from the charger. you can see battery voltage.

batteries 2 weaks old , water level ok seams to not be charging ,what is best way to test on board charger, check posative to chassis groung?

My friend , I think you have some, cells less water o bad cells.
