won't shift in next gear

I understand this transmission upshifts automatically. This one suddenly stays in low and does not shift. Any thoughts.

We had an issue with a GP45K. There was a small High /Low relay under the Left Side floor board ontop of the wire harness. Rain water had caused it to fail. Just a thought.
