Take the sequence box cover off, there are a few tiny relays under there. Check to see which one pulls in with lift. Then, with battery unplugged, slide a small piece of paper between each relay tip and close it by hand. Sliding the paper out will clean those tips enough for it to work

More info needed:
-Do you have batt+ and batt- at the coil when lift requested?
-Condition of battery? Charge? Electrolyte? Voltage under load?
-BDI controller working (resetting) properly?
-Do you have tilt pos switches?
-Lockout box... etc... etc...
