Just ran into this one and it was a broken wire from the harness that goes to the drive motor. The Access module can't "see" what the drive motor is doing...hence the lift barely able to get out of it's own way. Many times the harness goes under the power cables and through months/years of turning left and right they wear down and brake and it's NO picnic trying to solve this problem.

Sorry not been on here for a couple of days. yes that would more than likely be it the only way. Of checking it if it's a crown controller would be through the dash, service mode, diagnostics, access3, inputs, then ecr1 and look to see if the counts go up as them motor drives. What drive motor is fitted?? If it's anything like the European trucks the crown drive motors have an external encoder, the earlier trucks have an internal encoder which is part of the bearing. It is a fairly common fault we have over 400 trucks on site mainly crown, jungheinrich and Still and we change quite a few each year and nearly all show the exact fault yours is showing, but on the crowns for some reason they don't always bring up an error code

ok I think I have found it, it is on the M1the harness is on the top of the motor. and is the encoder were all 3 leads connect to the motor?
If so is there anyway of checking it?

Were would I find this in the book, is it a part in the controls up top in the handle or is it a part of the access #3 I cant find it in the book, thanks

Sounds like a bad encoder on the drive motor
