Just ran into this one and it was a broken wire from the harness that goes to the drive motor. The Access module can't "see" what the drive motor is doing...hence the lift barely able to get out of it's own way. Many times the harness goes under the power cables and through months/years of turning left and right they wear down and brake and it's NO picnic trying to solve this problem.
