Wet brakes not unlocking

Working on this caterpillar forklift the push/ pull button for ebrakes works, replaced pump for ebrakes, checked ebrake block and replaced the solenoid, brakes are still locked and comes with a code S-10 which can't find in manual, any thoughts would help thanks
