walkie stacker pallet jack creeps slowly down when lifted

walkie stacker pallet jack creeps slowly down when lifted.
I would guess it is either air in lines or a valve by passing?
Is there a bleeder valve or how would you get air out of lines?
Any help would be appreciated.
I am looking for a pdf manual on line to help me.

Couple of possibilities,either the pressure relief valve is stuck partially open or leaking by....or the hydraulic cylinder piston seals are bleeding by and the cylinder needs repacked....
