variocontrol not working

We recently bought a jungheinrich LPG 6000lbs truck for our warehouse. Everything seems to function fine except for the variocontrol switch to the left of the steering wheel. This would not normally be a problem but the control is set in the slowest speed setting and moving the switch to a different setting has no effect. We bought the truck used so I was wondering if there was any way the PO disconnected the switch or if there is anyway of trouble shooting the cause of the problem.
