Travel motor hesitates

I'm working on a Hyster R30XMS3 order picker that does not have any error codes, but hesitates or becomes jumpy when trying to creep in forward or reverse. It happens only when I move the travel joystick 5 to 10 percent of travel motion. After that, the unit speeds up and travels normal. It feels like the current to the motor is fluctuating. Replaced the travel potentiometer, calibrated, and it did not fix the problem.
Any help will be greatly appreciated.

Looks like this is old, but if your still having problems, take a look at the battery. Make sure all the cells have enough fluid to cover the top of the cells. Do not fill the cell to the top. This will water to boil out of the battery when charging.
Serial number would help.

The hard to do we do right away. The impossible just takes a little longer.
have you looked at the motor? checked the brushes and made sure they are not carboned up? they may be hanging inside the brush holders and not making good contact with the armature. also check the springs and make sure they are not sprung not putting enough pressure on the brushes.
what does the motor sound like when it's running? hear any clicking?
i would verify the motor condition before going into anything else.
